Abstract

During the Nguyễn Dynasty, particularly after Emperor Minh Mang's reforms (1931-1932), the provincial level of administration first appeared, organized into 30 provinces and one prefecture (Phủ Thừa Thiên) with a rational structure and strict operational principles. In the context of Vietnam currently reorganizing its provincial administrative units towards a streamlined and effective local government model. This article analyzes the organization and operation of the provincial level during the Nguyễn Dynasty, thereby drawing some lessons learned for Vietnam in the current period.
