The Informal Sector and Its Role in Inclusive Growth in Vietnam

Abstract

Individual business households (hereinafter referred to as production and business households) creates the number of jobs in Vietnam second only to the agricultural sector. Households with production and business activities include a large proportion of informal production households without business registration and a small proportion of those formally registered. The informal sector is the main part of the area of households engaged in production and business activities. This area has a high degree of flexibility, is dynamic in some segments, and has many possibilities to improve productivity. This is a major factor in promoting inclusive economic growth, however much is not really covered by public policies. Implementing a survey of typical households in the country, the project “Enhancing Knowledge for Renewed Policies against Poverty” (NOPOOR) has contributed to raising the attention of policy makers on this area to increase effective employment and solve worker vulnerability.
