Abstract

Human is the decisive factor for all social activities. Moreover, human resources in the literary and artistic life play a role as both an object target and a driving force for development not only for literature and art itself but also related to many other aspects of social life. Training human resources to contribute to building a literary and artistic life in the Ho Chi Minh City therefore is a big issue of strategic significance to the socio - economic - cultural aspects of the City as well as the whole country.
