BUILDING A CULTURAL BEHAVIOR AT PROVINCIAL‑LEVEL ADMINISTRATIVE UNIT

Abstract

Provincial­level administrative unit is the focal unit to manage, receive and handle the administrative procedure­solving tasks of the local departments, branches and units. Therefore, cultural behavior plays an important and necessary role in building a civilized and modern public administration that operates effectively and efficiently today's administrative reform and socio­economic development. Consequently, it is necessary to build a cultural behavior at public administrative unit to innovate administrative procedure reform in order to make faster and more breakthrough progress in administrative reform in the coming time. The article focuses on clarifying the concept of cultural behavior, the problems in building a
cultural behavior at the provincial­level administrative unit, thereby proposing some solutions to build a cultural behavior at the provincial­level administrative unit in the near future.
