Developing creative human resources in Vietnam in the context of the knowledge-based economy
Abstract
In the context of the rapidly expanding knowledge-based economy, creative human
resources play a pivotal role in enhancing competitiveness and fostering sustainable
growth, particularly in developing countries such as Vietnam. This paper seeks to
clarify the role of creative human resources, analyze the challenges in developing this
workforce, and propose solutions tailored to Vietnam’s practical conditions. Using a
synthesis of literature and a comparative case analysis of Singapore, South Korea, and
Vietnam, the study identifies digital skills, systems thinking, lifelong learning ability,
and innovation as core competencies that should be prioritized. Although Vietnam has
introduced supportive policies such as Project 844 and various education - enterprise
cooperation models, gaps remain between education and practice, alongside limitations in the creative environment. Thereby, the paper proposes solutions including reforming
education toward STEM/STEAM integration, fostering a culture of innovation in
enterprises, enhancing state policy coordination, and applying modern technologies in
training with the aim of effectively developing creative human resources to meet the
demands of the knowledge-based economy
