Determinants of entrepreneurial readiness of Vietnamese Women: The moderating role of the Government project on 'Supporting women in entrepreneurship for the 2017- 2025 period'

Abstract

This study seeks to explore the antecedents of entrepreneurial readiness among Vietnamese women and the moderating role of Project 939 (2017- 2025). Grounded in social cognitive theory and Olugbola’s (2017) model, the research framework proposes four direct factors (motivation, opportunity recognition, resources, and entrepreneurial competence) along with the moderating effect of Project 939. The survey was conducted nationwide with female respondents, collecting 595 responses, of which 404 valid ones were analyzed using EFA, CFA, and SEM methods. The findings indicate that opportunity recognition, entrepreneurial competence, and motivation positively influence entrepreneurial readiness, with opportunity recognition being the most significant factor. Project 939 plays a positive moderating role, specifically: “inspirational information dissemination” enhances the impact of entrepreneurial competence, while “consulting and startup support” strengthens the effect of resources. The study contributes to theory by incorporating a public policy moderating factor and offers practical recommendations on communication, training, resource expansion, and guidance for Project 939 for the 2026- 2035 period to effectively support Vietnamese women in entrepreneurship.
