Digital infrastructure model proposal for the digital transformation of Vinh Phuc province in Viet Nam
Abstract
Digital transformation is an inevitable and urgent trend, not merely a long-term goal but a mandatory reality. In this context, the study aims to develop a digital infrastructure model for VinhPhuc province to support its digital transformation in line with the national strategy. By applying analytical and synthetic research methods based on digital transformation architecture models from both global and Vietnamese contexts, combined with the Foresight method, the study identifies a general digital transformation framework. The Max-Min and Z-Score methods are employed to assess the current situation. The findings propose a digital infrastructure model for VinhPhuc consisting of eight components and an implementation roadmap. The results not only guide the province in developing a synchronized infrastructure and contribute to the standardization of digital infrastructure components as a foundation for implementing digital government, digital economy, and digital society, but also provide a reference for other localities. The study further recommends that the province prioritize investment in core infrastructure, encourage the application of emerging technologies, and develop innovation policies to pervasiveness widespread adoption nationwide.
