Enhancing the governance capacity of chairpersons of commune-level people’s committees under the two-level local government model

Abstract

The article focuses on analyzing measures to enhance the governance capacity of chairpersons of commune-level people’s committees in the context of Vietnam’s transition to a two-level local government model (province - commune), based on an examination of the theoretical foundations of governance capacity and influencing factors. On that basis, the article assesses the current situation, identifies key challenges, and proposes synchronized solutions to improve the effectiveness and efficiency of the governance capacity of chairpersons of commune-level people’s committees.
