Enhancing Arctic Control Capabilities: Current U.S. Policies
Abstract
Abstract: This article analyzes a fundamental shift in Arctic policy of the U.S. This transformation is driven by three primary factors: i) The environmental transition toward a “Blue Arctic”; ii) The rise of the Russia - China alliance; and iii) The urgent imperative for domestic economic security, which promotes the extraction of energy resources and strategic minerals. In response, the U.S. has implemented the “Monitor and Respond” doctrine, restructuring its base network in Alaska and Greenland. The security - first policy of second Trump administration has prioritized the exploitation of strategic resources, thereby reshaping the regional order. Competition among the U.S., Russia, and China continues to intensify in a region with unique characteristics. On this basis, the article proposes several implications for Vietnam.
