Human resources are the total forces, potentials, and factors that create the strength and quality of human labor in the process of natural and social im-provement. The factor that plays the most decisive role and is also the factor that ensures the country's victory and sustainable development is human resources, es-pecially good quality human resources. To promote human resources to meet the requirements of industrialization and modernization, many solutions need to be implemented synchronously: raising social awareness of the role of human re-sources and promoting human resources to create consensus among the people.
