CURRENT STATUS AND SOLUTIONS FOR IMPLEMENTING VIETNAM NATIONAL QUALIFICATIONS FRAMEWORK

Abstract

The purpose of each country’s qualifications framework is to promote educational and employment cooperation between countries on the basis of recognizing each other’s diplomas and certificates and promoting lifelong learning. This paper analyzes the current status of implementing the national qualifications framework in Vietnam. The authors used secondary document research methods, practical survey methods and expert semi-interview methods. Research results show that the national qualifications framework has helped effectively deploy the national education system according to the goals of fundamental and comprehensive renovation in education and training; diversify training methods based on the open education model. However, implementing the Vietnam National Qualifications Framework in the context of the Fourth Industrial Revolution, Vietnamese higher education faces many difficulties and challenges to create breakthroughs in training quality and reach out for deeper international integration. In addition, the paper also shows the close relationship between the national qualifications framework with the output standards of training programs. Therefore, the paper proposes to adjust the Vietnam National Qualifications Framework to support higher education institutions innovate training programs in accordance with expected learning outcomes, meet the requirements of the labor market and provide high quality human resources for the country’s socio-economic development.
