IDENTIFY AND ANALYZE ENVIRONMENTAL CONFLICT AT HIEN RIVER BASIN, CAO BANG PROVINCE

Abstract

Nowadays economic development in Cao Bang mostly depend on local natural resources including water sources at Hien river basin. When using natural resources to develop there’s always conflict between users. By using a macro approach and traditional research methods in environmental geology to identify main conflicts in using Hien river basin water sources: between hydropower and irrigation, water storage and resources mining, building dams and ecotourism, water storage and water discharge, upstream and downstream... These conflicts reduce the efficiency in mining and cause resources depletion, effectively limit economic developments. The cause and effects all started from unevenly distribution of water by time and space, asynchronous planning and lack of communication, interdisciplinary in management. To protect and achieve sustainable development using water resources at Hien river basin, this article provide some solutions from policy to planning, management, raising the skill level of managers.
