Abstract
Socialization and private participation in investment and management of small irrigation systems (small dams and reservoirs) in the Mountainous and Central Highlands are objective trends. There are many policies that directly or indirectly promote socialization but have not come to reality. In this study, the financial analysis of investment in repairing and upgrading of small dams and reservoirs is made as a basis for policy proposals. The research results show that: If the private sector or community invests in repairing, upgrading small dams and reservoirs for irrigation follows current regulations, the government needs to support 90% of total investment; If there are other non-agricultural benefits, the level of support will be lower. Meanwhile, many self-made private projects still meet the goal of providing irrigation water services. So that, government incentives need to be more flexible.
