Abstract

In order to make a fundamental change in the management and exploitation of hydraulic works, contributing to ensure water security and replacing the water subsidies’ mechanism lasted ten years. Since 2017, the Vietnamese Government has changed the water prices for irrigation products and services after the irrigation fee not mentioned in the list per Law on Fees and Charges. The Law on Hydraulic Works passed by the National Assembly on June 19, 2017, has more specific provisions related to the policy on water prices for irrigation products and services, and support for using the public irrigation products and services. This is a progressive policy, expected to be breakthrough, with impacts on many stakeholders at both policy implementers and policy beneficiaries from central and local levels. Although the implementation process has achieved certain results, besides that, there are still some difficulties and obstacles that need to be solved. On June 19, 2023, the National Assembly promulgated the National Assembly promulgated the Amended Law on Prices, that will come into effect on July 1, 2024, in which, has provisions relating to the competence to decide on specific prices of the water prices for irrigation products and services. Assessment of the current situation and lessons learned in the world are necessary to propose solutions to effectively implement the water prices policy for irrigation products and services in the coming time.
