Abstract

        Abnormal situations are unexpected events, which contain factors beyond the ordinary rules of natural life and society. This article presents the kind of awareness of unusual circumstances, causes and consequences due to the situation that have impacts to human life, the proposed guidelines on how to handle issues related to the situation, prevent it becoming worse and reduce the adverse impacts. General philosophy of the social management for abnormal situations presented is to perform the prediction, prevention, response and remedy of the consequences resulting from the unexpected situations. In the process, the responsible agencies should have their appropriate policies, regulations and implementing specific policies and regulations promptly.
