Research on a training quality management model for the State Audit Office of Vietnam
Abstract
This article analyzes the concept of training and professional development quality management as a comprehensive system, continuously improving from the input, through the process, to the output. The article introduces several international models for training and professional development quality management: Total Quality Management (TQM), which emphasizes continuous improvement, a learnercentered approach, and the engagement of the entire system; CIPP (Context-Input-Process-Product), which provides a comprehensive evaluation of a program at each stage; the Kirkpatrick model, which evaluates training effectiveness across four levels from reaction to results; and ISO 9001:2015, which standardizes processes, measurements, and evidence-based improvements. Each model has its own strengths, but given the specific characteristics of the State Audit Office of Vietnam - the need for high professional standards, discipline, and international standards - the author proposes an integrated model combining TQM and CIPP. This model simultaneously provides a holistic overview of the system and a deep-dive evaluation of each stage, ensuring that the training of auditors meets.
