Abstract

The quality of education is critically dependent on the quality of training, professional development, and the management these activities for teaching staff. This article highlights the significance of local education for students, providing a theoretical framework for professional development activities aimed at enhancing teachers' local education competencies, and for the management of these professional development initiatives. The current status of professional development activities and their management, specifically concerning local education competencies for primary school teachers in Ho Chi Minh City, was investigated based on the components of the activities and the functions of planning, organising, directing and monitoring, and evaluating. The strengths and limitations of the management of professional development activities for teachers' local education competencies were comprehensively, critically, and realistically assessed. The findings provide a foundational basis for more in-depth research into the theoretical underpinnings and current realities, and for proposing effective management measures for professional development activities in local education for primary school teachers in Ho Chi Minh City.
