DEVELOPING THE CAPACITY OF EDUCATIONAL MANAGEMENT STAFF TO MEET THE REQUIREMENTS OF THE TRANSITION FROM ADMINISTRATIVE MANAGEMENT TO DEVELOPMENTAL GOVERNANCE IN ACCORDANCE WITH THE POLITBURO’S RESOLUTION NO.71-NQ/TW
Abstract
This paper examines the requirements for developing the capacity of educational management staff in the context of the transition from administrative management to developmental governance in education, in accordance with the Politburo’s Resolution No. 71-NQ/TW. Drawing on the synthesis and analysis of international studies on educational leadership, developmental governance, and governance in complex contexts, the paper clarifies fundamental shifts in the roles and functions of educational managers in the current reform period. A document analysis approach was employed to review scholarly literature and policy frameworks issued by international organizations such as the OECD, UNESCO. The findings indicate that capacity development for educational management staff should focus on core capacities related to developmental leadership, modern governance thinking, and flexible adaptability to changes and challenges in the educational context, with an orientation toward the sustainable development of schools and the education system. The paper contributes to strengthening the theoretical foundation and provides policy implications for developing educational management staff in the context of international integration and digital transformation.
