Abstract

After 1975, the expansion of cultivated land and the establishment of new economic zones were critical for addressing Vietnam's pressing economic, political, and defence requirements. The Party and State of Vietnam implemented policies for the redistribution of the labour force, as well as provisions for food, healthcare, education, and production support for individuals engaged in the development of new economic zones. This study examines the policy of relocating individuals for land reclamation to establish new economic zones during the period from 1976 to 1980, while also providing an analysis of the outcomes and limitations associated with the implementation of these policies. The research findings serve as valuable references for formulating policies aimed at migrant communities, particularly within the framework of free migration linked to Vietnam's current sustainable socio-economic development strategy.
