Abstract

The logistics sector in Ho Chi Minh City is encountering considerable obstacles concerning infrastructure and human capital. Through the implementation of a mixed-method approach, which integrates a theoretical framework with quantitative survey data derived from 294 enterprises, this study elucidates the prevailing conditions associated with these two dimensions. Firstly, poor infrastructure due to the overload of the road system and the lack of synchronous connectivity between transport modes, which directly causes delays and increases operating costs. Secondly, the serious shortage of skilled human resources which is mainly due to the poor training system is identified and it limits the innovation capacity and competitiveness of enterprises. Finally, the article proposes some policy implications for state agencies and logistics enterprises in order to improve the negative impacts of these issues in the coming time.
