IMPROVING STATE MANAGEMENT OF DISTRICT LEVEL GOVERNMENT WHILE TRANSITIONING TO URBAN GOVERNMENT: THE CASE STUDY OF HO CHI MINH CITY
Abstract
In order to relieve the pressure of urbanization for Ho Chi Minh City and create a new growth pole for the Southeast region, the transformation of 5 districts into districts or cities within the city plays a particularly crucial role for sustainable development. The main objective of the study is to assess the district government’s current management situation in the process of transitioning from district to urban government through examining 3 dimensions of state management: organization of apparatus, institutions and human resources of district government apparatus. Based on the analysis of the current situation, the study proposes 3 groups of solutions to enhance the state management activities of district governments in the process of transforming into urban government of Ho Chi Minh City.
