Abstract
The growing development of private ownership among cadres, civil servants, and public employees in Ho Chi Minh municipal has presented several challenges that require resolution by municipal administrators. To maintain and enhance the quality of cadres, civil servants, and public employees, attract competent individuals, and harness their talents within the city's agencies, departments, and branches, it is essential to implement a cohesive set of solutions that upgrade high-quality work and optimize the administrative system's effectiveness. The paper investigates the management of status, use of cabres, civil servants, and public employees, and provides measures to align with the socio-economic development requirements of Ho Chi Minh City.
