PUBLIC ADMINISTRATIVE SERVICE CENTERS: EVIDENCE FROM HO CHI MINH CITY IN IMPLEMENTING THE TWO-TIER LOCAL GOVERNMENT SYSTEM
Abstract
The Politburo has established that by 2030 and 2045, Ho Chi Minh City will serve as a principal hub for economy, finance, trade, culture, science, technology, innovation, and education within the Southern important economic region and the nation as a whole. In accordance with the Constitution and legal framework, Ho Chi Minh City is innovating social governance by streamlining and enhancing the political system to be “lean, compact, strong, efficient, and effective”, while operating under a two-tier local government structure, in alignment with the national digital transformation strategy commencing on July 1, 2025. The article delineates Ho Chi Minh City's administrative reform, based on secondary sources and surveys of public administrative service centers, within the framework of organizing and managing two-tier local governments and developing a digital government in recent months.
