Abstract

Using methods of analysis and synthesis, comparison and contrast, logic and historic research, the paper points out the necessity and basic contents of the issue of people in Resolution 98/2023/QH15 on piloting a number of specific mechanisms and policies for the development of Hồ Chí Minh City. By discussing the issue, the paper not only helps readers understand the issue more clearly, deeply and systematically, but also creates consensus and unity in the organization and implementation of the Resolution in general and the issue in particular. In addition, the paper also raises a number of solutions to implement the contents on the issue in Resolution 98 in practice in a rapid and effective manner.
