Abstract

Since the national independence was gained, the Communist Party and the State of Vietnam have always implemented consistent policies to respect, promote and safeguard human rights. Over the past years, especially since the start of Đổi mới, or Renovation, process (1986), the Party and State have been active in improving the guidelines and policies, as well as better performing the international roles and responsibilities of a state member in constantly respecting, safeguarding and practicing basic human rights and citizens’ rights. With scientific and practical assessment, this article attempts to provide insights on: the achievements that the Party and the State of Vietnam have made in making and implementing policies on human rights; and the country’s conduct of its international responsibilities and commitments. The article also seeks to make a contribution to the task of struggling against and refutingviews which are wrongful and lack of objectivity, misusing the issue of human rights in Vietnam.
