This article points out that pavement in Hanoi are both a diverse and flexible space of livelihoods, and an open living space, a unique social space, a unique art space and a space of living memories. Therefore, pavements play an extremely important role in the culture of Hanoi. They are multi-ownership, multi-functional space where take place many dimensions of interaction between managers and the citizens and among the citizens. All of the above shows the liveliness, diversity and complexity of the “culture on the pavement”. Currently, the government is trying to manage in the direction of simplification and standardisation, so it has encountered various difficulties when establishing order on the pavements of Hanoi.
