Abstract

Since the beginning of the 21st century, it has been concluded in many studies that Southeast Asian states are adopting the hedging strategy amid the power competition between the two great powers - the United States and China. The Philippines has been examined as a typical case study of a state pursuing this strategy, especially since President Rodrigo Duterte officially came to power in June 2016. Has the Philippines actually been pursuing hedging? In order to find the answer to this question and shed light on the Philippines’ policy adjustments across the two administrations of Rodrigo Duterte and Bongbong Marcos, the article focuses on (i) clarifying contending approaches to hedging in international relations, (ii) conceptualizing hedging strategy and, accordingly, (iii) studying the case of the Philippines’ strategy in its relations with the United States and China across the two terms of President Rodrigo Duterte (6/2016-6/2022) and President Bongbong Marcos (6/2022-8/2024).
