Abstract
Thua Thien - Hue province is a central region that suffers from many types of natural disasters every year, of which coastal communities are the most vulnerable. The study explores in depth the vulnerability and adaptive capacity of the communities in Quang Ngan commune, Quang Dien district, Thua Thien Hue province. With the purpose of understanding the relationship between factors that control people' vulnerability and adaptive capacity to climate change, this paper help Quang Ngan commune improve its adaptive capacity to climate change through proposals contributing to mitigation and adaption to climate change. A framework for analyzation of research issues through a sociological survey shall be used in this paper, studying five capital sources including natural capital, physical capital, human capital, financial capital and social capital. In addition, a community-based approach (CBA) through the DFID sustainable livelihoods framework shall also be applied (Carney, 2003). The results suggest that it is necessary to improve the adaptive capacity of poor communities in Quang Ngan commune under the context of the climate change’s impacts. The proposals for improvement of the adaptive capacity for the local people shall be given, specifically (1) long-term impacts to raise community awareness shall be required; (2) A diverse livelihood with stable income is especially necessary, while the popularization of information about climate change requires a specific approach for the communities; (3) Integration of natural disaster prevention plans into local economic and social development to enhance natural disaster prevention and control to achieve high efficiency shall be needed.
