Abstract

White marble stands out as one of the minerals with sufficient reserves in Vietnam for long-term industrial exploitation, predominantly found in the provinces of Yen Bai and Nghe An. Resolution 10-NQ/TW of 2022 of the Politburo on the strategic orientation of geology, minerals, and mining industry to 2030, vision to 2045 also underscores the significance of white marble as a key mineral for future exploitation and processing. This study applies the structure – conduct - performance model to analyze the market structure of the white marble industry by examining the value chain, with the objective of understanding the roles and behaviors of the actors within the chain. The white marble market in Vietnam exhibits relative simplicity, comprising four primary actors: mining enterprises; tile marble processing factories; powder processing plants; and export enterprises. Among these, mining enterprises, which are abundant, play a pivotal role in the value chain by generating products that contribute essential value to the entire chain. While the current marble market demonstrates competitiveness, white marble governance challenges pose a potential risk of monopolization and gives rise to many consequences such as a lack of regulations and specific procedures for mine upgrades, environmental effect of mining.
