Abstract

Amidst the intensifying effects of climate change, natural disasters pose an escalating threat to human well-being and economic activities. Community engagement in disaster risk management stands as an effective solution to minimize the detrimental consequences of these events. This study employs a mixed-method approach, utilizing document collection and synthesis, observation, in-depth interviews, and a sociological survey to assess the perception of community-based disaster risk management (CBDRM) among the Commanding Committee for Disaster Prevention, Rescue, and Search and Disaster Response Team of Trinh Tuong Commune, Bat Xat District, Lao Cai Province. The findings reveal that the awareness of the Commanding Committee and the Disaster Response Team of Trinh Tuong Commune regarding community-based disaster risk assessment, development, implementation, and monitoring and evaluation of community-based disaster preparedness plans remains limited. This includes inadequate knowledge of disaster types, characteristics, trends, and impacts, as well as limited organizational, command, and management skills in disaster preparedness. Additionally, the effectiveness of public education and awareness campaigns on disaster preparedness remains low. Nevertheless, some positive changes have been observed in recent times. The study proposes a number of solutions to enhance the awareness, knowledge, and skills of local Commanding Committees and Disaster Response Team in CBDRM to meet the requirements of the Law on Disaster Prevention and Control and the Government's Project "Enhancing Community Awareness and Community-Based Disaster Risk Management, by 2030."
