Abstract

Abstract: On 1st March 2024, the Chinese government declared new baselines for
measuring the breadth of its territorial waters in the northern Gulf of Tonkin. This
article seeks to clarify concerns surrounding this legal development through a three-part
structure: 1) A legal and technical analysis of the baselines used to measure the breadth
of China’s territorial waters adjacent to the northern part of the Gulf of Tonkin; 2) The
potential impacts of the 1st March 2024 declaration on delimitation and fishing
agreements in the Gulf of Tonkin; 3) Public reactions and sentiment regarding China’s
declaration of baselines for measuring the breadth of its territorial waters in the
northern Gulf of Tonkin.
