Abstract
Abstract: The extended producer responsibility (EPR) policy, now applied in more
than 130 countries, has proven to be an effective tool for promoting the
circular‑economy model and achieving the United Nations’ Sustainable Development
Goals in the fastest and most sustainable manner. In Viet Nam, EPR has been
implemented voluntarily since 2005 and mandatorily since 2020. Despite notable
progress, significant deficiencies remain regarding: the identification of obligated
producers and packaging products; the organisational structure for operating and
managing EPR; and mechanisms to incentivise collection, recycling, and treatment. In
response to the need for a dedicated decree on EPR, this article sets out orientations for
perfecting Viet Nam’s EPR system and harmonising it with global practice.
