Abstract

Abstract: According to the 2025 Law on Science, Technology and Innovation, a
scientific title denotes the level of professional qualifications, expertise, and skills of
individuals working in the fields of science, technology and innovation. Since they are
related to qualifications and capacity, scientific titles are classified into specific ranks.
Outstanding and talented civil servants who, within a short period of time, fully meet the
conditions for promotion to a scientific title may be considered for special appointment
to a higher scientific title irrespective of length of service. This article presents the legal
provisions on the special appointment of civil servants to higher scientific titles
irrespective of length of service and analyses existing legal inadequacies, proposing
recommendations for their improvement.
