Abstract

Abstract: The Land Law 2024, containing strict regulations on the conditions for
exercising the transaction rights of land users, aims to meet the objective of developing
the market for land use rights into a reasonable, equitable, and efficient channel for land
allocation. The conditions for exercising the transaction rights of land users comprise
general conditions and specific conditions applicable to various types of transactions.
The article focuses on analysing, evaluating, and recommending improvements to the
regulations on general conditions under Clause 1, Article 45 of the Land Law 2024.
