Abstract
Abstract: The article analyses Singapore's experience in designing personal income
tax policies and legislation on real estate transfers, thereby proposing orientations for
improving Vietnam's law on personal income tax applicable to real estate transfers. The
article focuses on clarifying three “pillars” from which Vietnam can draw lessons from
Singapore, namely: (i) classifying the nature of real estate transfer transactions to
determine taxable personal income; (ii) applying additional taxes to curb short-term
individual speculation; and (iii) developing a modern, transparent and reliable real
estate database system. The article recommends reforming the tax system in the
direction of greater fairness, efficiency and alignment with international practice, and
assesses the feasibility of applying the Singapore model in Vietnam’s current conditions
so as to ensure that tax policy is fair, efficient and practicable.
