Abstract
Abstract: The establishment of a two-tier local government in Vietnam is not merely
a change in the administrative model but also a profound and fundamental institutional
reform that directly affects the structure, functions and powers of institutions within the
state administrative system, including bodies competent to resolve administrative
complaints at the local level. The article identifies the impacts of building a two-tier
local government on the allocation of authority to resolve administrative complaints at
the local level and proposes recommendations for reorganising this authority so as to
meet the requirements of the ongoing reform.
