Abstract
The rapid urbanization process in major cities in Vietnam, besides positive impacts,
also harbors potential threats to people’s normal lives and development. This poses requirements
for urban government - the official representative body for all residents, primarily responsible for
local governance - to address issues and threats that compromise safety and implement measures
to ensure human security for residents living in urban areas. The article analyzes and explains the
leading, pioneering, guiding, and directing role of urban government in ensuring human security as a
theoretical framework; from there, evaluates the current situation and proposes solutions to promote
the role of urban government in ensuring human security in Vietnam.
