Abstract
The competency of professional autonomy of general education teachers and primary school teachers is a necessity in the context of current educational innovation, especially to meet the requirements of implementing the general education program at all levels of education in our country. Competency of teacher’s professional autonomy plays an important role in increasing the initiative and responsibility of teachers for teaching activities and the quality of student education. The content of the paper refers to the scientific basis for building a framework for analyzing the competency of teacher’s professional autonomy in the current context, including: basic concepts; Professional autonomy in primary schools, characteristics of pedagogical work and professional autonomy competency of primary school teachers; Context of educational innovation; Legal basis for building a framework for analyzing the competency of professional autonomy of primary school teachers in the context of educational innovation; International experiences in building a framework for analyzing the competency of professional autonomy of primary school teachers. On these basis, the paper provides a framework for analyzing the competency of professional autonomy of primary school teachers including 06 standards with 29 specific criteria.
