Abstract

This study provides a comprehensive assessment of sustainable tourism development (STD) in Hanoi Capital within the context of deep international economic integration. By synthesizing and analyzing secondary data, coupled with referencing key municipal programs and resolutions, the paper clearly identifies Hanoi's immense potential, which stems from its title as the "Capital of a thousand years of civilization." Specifically, the rich cultural and historical resources, including nearly 6,000 relics and over 1,350 traditional craft villages, alongside its strategic position as the largest tourism hub in Northern Vietnam, form a solid foundation for STD. The article acknowledges the significant efforts by the city government in diversifying tourism products (e.g., night tourism, community, and agricultural tourism), enhancing service quality, and implementing green tourism initiatives (such as e-ticketing and plastic waste reduction). Notably, Hanoi's inclusion in the UNESCO Creative Cities Network illustrates its orientation towards smart, integrated tourism development. However, the research also highlights serious limitations, including: economic benefits that are not commensurate with existing potential; critical urban environmental issues (traffic congestion, pollution, and touting) which negatively impact the international tourist experience; and the urgent need to enhance human resource quality. Consequently, the paper proposes several key solutions focused on institutional reform, synchronous investment in transport and tourism infrastructure, strengthened environmental management, and the development of unique tourism products deeply rooted in Hanoi's cultural identity. These measures are crucial to ensure a harmonious balance across the three pillars of economic, social, and environmental sustainability amidst the integration process.
