Researching and developing local education content at thang long primary, secondary, and high school to meet the requirements of the general education program

Abstract

In the context of implementing the 2018 General Education Program, Local Education Content has shifted from an extracurricular position to a mandatory component with a significant time allocation. However, current practice reveals a substantial gap between the macro-level guiding documents from the Ministry and the general curriculum framework provided by the Hanoi Department of Education and Training, and their applicability at the grassroots level. This has resulted in issues of overloading and a lack of specificity in teaching. This study was conducted to address this problem by developing a specific local education content framework for Thang Long Primary, Secondary, and High School. Utilizing a qualitative research design combined with action research, the paper analyzes legal documents, evaluates the practical context, and constructs a compatibility matrix to benchmark required learning outcomes. The research findings propose a curriculum framework consisting of 08 themes, strictly adhering to the directions of the Ministry and the Department while ensuring deep local specificity based on the cultural, historical, and traditional craft village resources of Thuong Tin District. The study affirms that applying the theory of School-Based Curriculum Development to transform academic content into practical, experiential activities is a viable and scientific solution. This approach helps to balance the unity of the general education program with the local character of the educational institution.
