Abstract

In the current era of international integration and knowledge-based economic development, human resources are a decisive factor for the rapid and sustainable development of the country. In recent years, the Party and the State have consistently prioritized the development of human resources to meet the demands of socioeconomic development, with particular emphasis on developing human resources in ethnic minority and mountainous areas to reduce disparities among regions. The question arises: how to generate high-level human resources to meet the socioeconomic development needs of ethnic minority and mountainous regions, given the numerous difficulties and challenges in this regard? Since the liberation of the country, pre-university institutions have been established nationwide to address the urgent requirements of ethnic work, implementing the Party's and the State's ethnic policies in the field of education and training. Accordingly, pre-university education institutions have the responsibility of training and creating high-quality human resources for ethnic minority and mountainous regions. This article focuses on analyzing the opportunities and challenges faced by pre-university institutions in the new context and proposes development directions to enhance the quality of human resource development, meeting the socioeconomic development requirements for ethnic minority and mountainous regions in the 2021-2030 period.
