Abstract

In the context of profound globalization and increasingly complex non-traditional security challenges, state management at border gates plays a pivotal role, serving both as a driving force for economic development through trade and as the frontline for safeguarding national security. Research into the multifaceted impacts of this management is imperative to identify theoretical and practical issues, particularly in key areas. This study examines the impact of state management on border trade and security through a case study of the Lao Cai International Border Gate, Vietnam, and the Hekou Border Gate, China. Employing a typical case study methodology combined with system and policy analysis, the authors analyze the current state of Vietnam's management at the Lao Cai border gate, with specific consideration given to aspects of cooperation with China at Hekou. The research findings indicate that, in addition to positive contributions to trade growth and security maintenance, management at this pair of border gates faces challenges in simultaneously achieving economic development and security objectives. This necessitates synchronized solutions concerning institutions, infrastructure, and technology application. This article provides scientific arguments and policy implications aimed at enhancing management effectiveness at the Lao Cai – Hekou border gate in the new situation.
