Abstract

In the context of rapid urbanization, many condominiums built before 1994 have severely deteriorated, creating an urgent need for renovation and reconstruction to ensure residents’ safety and urban improvement. Although the Housing Law 2023 has established a legal framework for such activities, implementation remains challenging. The core reason lies in the legal system’s failure to fully and effectively define the obligations of condominium unit owners - the central actors in the renovation process. This article analyzes the shortcomings in current regulations concerning owners’ obligations, explains their underlying causes, and proposes solutions to enhance the effectiveness of condominium renovation and reconstruction.
