Abstract

During the government struggle (1930-1945), the promotion of general strength was focused by the Party and it was one of the important factors to bting about the historic victory of the August Revolution 1945. The process of promoting the Party general strength in the period 1930-1945 has left so many precious experiences. The article researches the application of these experience lesson to improve the quality of human resources promotion in the current stage.
