Coherence in the Vietnamese legal system from the perspective of the Draft Law on Public Employees (Amended)
Abstract
The 2010 Law on Public Employees (amended and supplemented in 2019) marked an important milestone in legislative thinking regarding legal regulations specifically regulating public employees working in public service units. It is evident that the development of separate legal regulations to regulate public employees has facilitated a clearer distinction between them and cadres or civil servants. Currently, the Government is drafting a new Law on Public Employees to submit to the National Assembly for promulgation to replace the 2010 Law on Public Employees (amended and supplemented in 2019). This article analyzes the provisions in the Draft Law on Public Employees, thereby proposing recommendations aimed at ensuring coherence within the Vietnamese legal system.
