Abstract

This article provides a comparative analysis of three representative models of AI governance: the European Union’s detailed risk-based regulatory framework, Japan’s policy-oriented fundamental law, and the United Kingdom’s principles-based governance model. It offers several recommendations for Vietnam in designing the Law on Artificial Intelligence that is both flexible and capable of ensuring effective risk control, thereby contributing to the realization of the spirit of Resolution 66-NQ/TW on the “breakthrough of breakthroughs” in institutional reform. The study emphasizes that Vietnam’s forthcoming Law on Artificial Intelligence should be constructed to evolve alongside technological advancement rather than lag behind it.
