The role of the national election council in ensuring electoral objectivity
Abstract
This article analyzes the role of Vietnam’s National Election Council in ensuring the objectivity of elections from the perspective of electoral management institutions. Based on the current legal framework, particularly the 2025 reforms, the study shows that the institutionalization of the National Election Council has been strengthened, thereby enhancing its coordinating, supervisory, and certification functions in the electoral process. However, several challenges remain, including issues of substantive independence, the level of professionalization, and the need to adapt to digital elections. On this basis, the article proposes directions for legal reform aimed at improving the effectiveness and neutrality of this institution in the context of digital transformation.
