Promoting the representative role of National Assembly deputies: a perspective from the candidate structure for the 2026 - 2031 term
Abstract
In the socialist rule-of-law State of Vietnam, the People exercise state power through both direct democracy and representative democracy, with the National Assembly serving as the highest representative body of the People and the highest organ of state power. Therefore, the representative role of National Assembly deputies constitutes both the legitimate foundation of state power and a necessary condition for the National Assembly to fully perform its constitutional and legislative functions, exercise supreme oversight, and decide on important matters of the country. This article analyzes the theoretical and legal issues relating to the representative role of National Assembly deputies and assesses how this representative role is reflected in the structure of candidates for the 2026 - 2031 term of the National Assembly. On that basis, the article proposes recommendations to enhance the representative role of National Assembly deputies in a manner that is professional, transparent, measurable, and accountable.
