Factors Influencing the Decision to Participate in Bidding for Irrigation Construction Projects in Vietnam

Abstract

Bidding is a crucial and effective method to ensure that construction investment decisions are carried out fairly and optimally. The bidding process creates an environment where all contractors have equal opportunities to win contracts. Transparency and openness in the bidding process help eliminate bias and ensure that decisions are made based on clear and fair criteria. When implementing the bidding process, organizations publicly disclose information about requirements and evaluation criteria, enabling all contractors to have a clear and equitable understanding of their chances to participate. Despite the achievements, the bidding process for contractor selection still faces many challenges for procuring entities, project owners, and contractors alike, resulting in waste and losses of State budget funds.
