Factors influencing the decision to participate in bidding for irrigation construction projects in Hanoi

Abstract

This paper examines factors influencing contractors’ decisions to participate in bidding for irrigation construction projects in Hanoi. Based on a survey of 100 contractors and quantitative analysis (Cronbach’s Alpha, EFA, linear regression), the findings show that objective factors-such as project scale, client reputation, and transparency-have significant and statistically meaningful impacts. Meanwhile, subjective factors like technical and financial capacity show weaker and insignificant effects. The paper concludes with recommendations to improve bidding efficiency and encourage contractor participation.
